Confirmed: Windows 9 to be a free upgrade for Windows 8 users, and yes it will have a Start button.

Move the mouse around the Start Screen and you’ll see a Down Arrow. Click on that and you’ll get all the Apps that are available. Select those you want on your Start Screen with a right click.
